ESAC is a collaborative of service providers, consumers, local and state governmental representatives, advocates, and other interested community members working to ensure the safety and well-being of people who are homeless in Portland. Through planning coordination, and advocacy, we promote a continuum of care and support for individuals experiencing homelessness. The United Way and City of Portland initiated this group in 1987 to act primarily in an advisory capacity. ESAC is also the central entity for planning, monitoring, and decision making for the Department of Housing & Urban Development (HUD) Continuum of Care homeless Assistance Grant Application.

Meeting Schedule

ESAC meets the third Thursday of each month from 8:30 am - 10:00 am. Meeting are normally held at the City of Portland Social Services Division Office located at 190 Lancaster Street in Portland.
